The expenses of the Land Court (New Terri- tory) form a new head, and amount to $32,884.

The Education. Vote has increased $16,158. Nearly half of this is in personal emoluments (including the newly established Belilios Reformatory, $2,976). The remainder is accounted for under 'Other Charges' - Inspector of Schools; and the Belilios Reformatory, again, is responsible for $2,775. There are two new

$2,100 for "extra grants-in-aid to Schools on leased premises," and $3,000 as building grant (for next three years). The se latter items are thoroughly explained in enclosure 6. It is clear from 30019 that

education in Hong Kong is not too well provided for.

The Personal Emoluments of the Medical De-

partments are put down at $5,000 more; other charges, $10,964. $8,000 of the latter increase is under " DTO visions for patients" in the Civil Hospital, which is

explained as due to a rise in the price of food and in

the number of patients. $884 is provided for the New

Territory Medicines, and Chair Allowance to Chine se

doctor), and $620 more for rent of temporary quarters

for the Nursing Institute.

There is an increase (small items) of

$1,140 in the expenses of the Magistracy; whilst the

Personal Emoluments of the Police are $4,000 less
